State Emergency Response Team

What is the SERT?

The State Emergency Response Team (SERT) is an inter-agency organization authorized by law for the purpose of assisting locals in responding to and recovering from disasters. The SERT is comprised of Sections, Branches, and Emergency Support Functions (ESF). These entities work closely with one another to fulfill resource requests from local entities requiring support before, during, and after a disaster.

What is the SEOC?

The SEOC is the Florida State Emergency Operations Center.​ All disasters start and end at the local level. The State Emergency Response Team (SERT) works within the SEOC to support local emergency management in meeting the needs of their immediate needs communities and providing resources to support their disaster response.

Current Activation Level

The SEOC is currently activated at Level 2.

The web-based information platform utilized by the SERT composed of the county, state, federal, volunteer, and mutual aid entities, to use the same operating environment when responding to and recovering from an emergency.

An Emergency Support Function (ESF) is a group of partners within the State Emergency Response Team (SERT) designated to coordinate and provide resources, program implementation, and services in an operational area.​ The SERT has 20 ESFs comprised of different state, federal, non-governmental organizations, and private sector partners that provide similar assistance in support of an emergency response.

Each ESF has a lead agency and a designated point of contact known as the ESF Lead who serves as the manager of the ESF within the SEOC.

Emergency Coordinating Officers (ECO) are representatives from each cabinet entity, executive agency, water management district, and the Public Service Commission appointed by their respective agency heads to coordinate emergency preparedness, response, recovery, and mitigation issues before and after a disaster.
