Substantial Damage Resources

There are certain tasks related to substantial damage that must take plan post-disaster to remain in compliance with the National Flood Insurance Program (NFIP). Substantial damage under the NFIP is defined as “damage of any origin sustained by a structure whereby the cost of restoring the structure to its before-damaged condition would equal or exceed 50 percent of the market value of the structure before the damage occurred.”

The local emergency management agency and Floodplain Administrator and/or local building official should coordinate to complete SDEs throughout impacted communities. Documentation should occur before repairs begin, with residents typically beginning repairs within seven days of a disaster.

Substantial Damage Determinations are the responsibility of the local Building Official and Local Floodplain Administrators. Other activities related to substantial damage include the building inspectors, building code enforcement, and permit reviewers. These post-disaster activities should also be coordinated with the local or county Emergency Management Agency. If local capacity is exceeded, assistance may be available to communities to utilize a vendor or mutual aid support through Section 1206 (PA Category G) reimbursement.

Why is this important?

Communities that do not remain compliant with the NFIP risk probation and suspension. Suspension means your residents can no longer purchase NFIP Flood Insurance policies. Additionally, non-participating communities are not eligible for projects located within the floodplain under FEMA Public Assistance Categories C-G and the Hazard Mitigation Grant Program.
