Mitigation

Mitigation works to reduce or eliminate long-term risk to human life and property from disasters. Assistance for recovery from disasters is provided through federal infrastructure assistance programs, human services assistance programs, and the Hazard Mitigation Grant Program. These programs help to rebuild lives and communities that have been impacted by a major disaster, and to reduce the impact of future disasters through mitigation.

Mitigation is an integral part of the Division of Emergency Management. Recovery is the phase which continues until all systems return to normal or as close to normal as possible. Mitigation refers to activity which reduces or eliminates the chance of the occurrence or effects of a disaster.

We administer several Federal assistance programs including the Public Assistance and Individual Assistance Programs, the Hazard Mitigation Grant Program, the Flood Mitigation Assistance Program and the National Flood Insurance Program.

Programs

The Pre Disaster Mitigation Program is a new competitive grant program developed to assist communities implement hazard mitigation related activities in order to advert the future disasters. The PDM program is proactive and aims to reduce natural and technological risks to populations and structures before the next disaster occurs.

The Residential Construction Mitigation Program receives $7 million annually from the Florida Hurricane Catastrophe Trust Fund for the Mobile Home Tie-Down Program, Hurricane Research to be conducted by Florida International University (FIU), and to improve the wind resistance of residences through loans, subsidies, grants, demonstration projects, direct assistance, and cooperative programs with local and federal governments.

The Hazard Mitigation Grant Program can be used to fund projects to protect either public or private property such as flood proofing or installation of hurricane shutters or property acquisition, relocation, or elevation to protect structures from future disasters.

The State Hazard Mitigation Plan is a coordinated stakeholder effort involving state agencies, private businesses, Indian tribes, and local and federal governments. The goal of this effort is to coordinate all hazard mitigation programs statewide with the ultimate goal of reducing hazard impacts in our communities.

The Local Mitigation Strategy is a plan that a community can develop to promote hazard mitigation and to manage post-disaster recovery.

The National Flood Insurance Program coordinates floodplain management and development. The program helps state, county and municipalities and agencies to develop, implement, and maintain appropriate floodplain management regulations.

The Flood Mitigation Assistance Program provides pre-disaster funding for retrofitting repetitively flooded structures.

The Repetitive Flood Claims Program provides pre-disaster funding for mitigation projects at 100% Federal Funding.

The Severe Repetitive Loss Program funds residential buildings that have at least: (a) Two separate claims payments with the cumulative amount of the claims exceeding the market value of the building; or (b) Four claims payments over $5,000 each and the cumulative amount of such claims payments exceeds $20,000. The SRL Program is different from the other mitigation grant programs because property owners who decline offers of mitigation assistance may experience an increase in their flood insurance premium to more closely reflect the flood risk to the structure.
