Hazard Mitigation Grant Program Applicant EligibilityRef: Subpart N44 Code of the Federal Regulations (CFR) 206.434 (a)
The following applicants are eligible for the Hazard Mitigation Grant Program. Although the same applicants are eligible for assistance under the Public Assistance Program, the Hazard Mitigation Grant Program will not duplicate any projects funded under that or any other Federal Programs.
Government entities
Any state, general purpose local government and special district entity is eligible to apply for assistance.
Private non-profit organizations
Private non-profit organizations must have an effective ruling letter from the Internal Revenue Service granting tax exemption status under Section 505 (c), (d), or (e), or be able to demonstrate that they meet the requirements entitling them to non-profit status under state law. Most organizations that provide essential services of a governmental nature to the general public meet these stipulations. Also, the organization must own and operate certain qualifying facilities that can be categorized as follows:
- Medical
In addition to hospitals, this category includes facilities such as outpatient, rehabilitation and long-term care facilities.- Custodial Care
These are nursing homes and congregate living facilities for aged or disabled persons who do not require day-to-day care by doctors but do require close supervision and some physical constraints on their daily activities.- Educational
Included are primary and secondary schools as well as institutions of higher learning.- Emergency
Included are fire departments, search and rescue teams, and emergency medical services.- Utility
A utility includes facilities necessary for generation, transmission, distribution and maintenance of electric power, gas, telephone, sewer and water drainage.- Other
This category includes facilities that provide essential services of a governmental nature to the general public (i.e. libraries, zoos, community centers, museums, homeless shelters, senior citizens centers and rehabilitation centers.Indian Tribes
Federally recognized Indian Tribes and authorized tribal organizations are eligible.
