Basin data development under review at NOAA Metrological Development Lab:

  • Okeechobee – using LiDAR from the FEMA HDD project, NOAA MDL will re-develop this basin. Delivery expected 03/31/10.

LiDAR Data Distribution

Several internet accessible portals are now providing LiDAR and data derived from this and other Florida projects --

  • FIU's International Hurricane Research Center - provides tile-by-tile download of LAS and metadata files from the Florida Coastal LiDAR project. Currently has data from our project for coastal Broward, parts of Clay, coastal Charlotte, parts of Collier, coastal Escambia, parts of Flagler, Franklin, parts of Glades, Gulf, parts of Hendry, parts of Hillsborough, coastal Indian River, parts of Lee, coastal Manatee, coastal Martin, coastal Miami-Dade, parts of Monroe, parts of Palm Beach, coastal Pasco, Pinellas, coastal Santa Rosa, coastal Sarasota, coastal St. Lucie, Wakulla, and coastal Walton. Efforts are ongoing to add Okaloosa, Bay, Jefferson, Dixie, Taylor, Levy, and Brevard.
  • UF's Florida Geographic Data Library - provides 2 foot contours from the FDEM coastal project for the following counties: Broward, Dade, Duval, Glades, Martin, Monroe, Okeechocbee, Palm Beach, St. Lucie. Efforts are ongoing to add more counties.
  • South Florida Water Management District GIS - has published the 10’ and 25’ DEMs for Broward, Miami-Dade, and Monroe delivery areas.  Use the GIS Data Catalog link to find the data.  A good keyword for searching is “FDEM”.  Other delivery areas within the South Florida Water Management District will be available in the future. 
  • USGS Seamless - provides digital elevation data from the National Elevation Dataset. Many Florida LiDAR projects have contributed to the available 1/9 arc second data. In addition to the counties currently available -- Leon, Lake, Wakulla, Duval, Pinellas, Hillsborough, Sarasota, Lee, parts of Flagler, parts of Charlotte, and areas around Lake Okeechobee have all been recently submitted. LiDAR has been accepted and is being prepared for submission for the following counties -- Monroe, coastal Miami-Dade, coastal Broward, coastal Palm Beach, coastal Martin, coastal Collier, coastal Indian River, and St. Johns.
  • USGS CLICK - provides download of LAS. Currently has data from FDEM coastal project for Sarasota and (from other projects) for Escambia, Walton, Volusia, Sumter, Citrus, Pasco, parts of Polk and Manatee. Data for all submissions listed above for the NED will also eventually reside here.
  • NOAA's Digital Coast - provides many data download options both in terms of projection and datums, as well as file formats, cell sizes, and data classes. Currently has lots of data from the NWFWMD, SWFWMD, St Johns county, and coastal data from DEP’s Beaches and Coastal Systems. From the FDEM coastal project, data is now available for parts of Bay, Broward, Collier, Clay, Dixie, Duval, Flager, Franklin, Gulf, Indian River, Levy, Martin, Miami-Dade, Manatee, Monroe, Palm Beach, Pinellas, Putnam, Sarasota, and other counties.

Additionally, the Southwest Florida Water Management District has 5 foot DEMs, LAS, breaklines, and contours for most of their district, including FDEM data from Pinellas, Hillsborough, Manatee, and Sarasota counties (contact Jessica Hendrix). NWFWMD has LAS and 1.2 meter or 2 meter DEMs for most of the panhandle counties from their LiDAR collects, and has 5 foot DEMs, LAS, breaklines, and contours for FDEM efforts from southern Escambia, Santa Rosa, Walton, and all of Wakulla counties (contact John Crowe). Data for other counties may be obtained by contacting Richard Butgereit at 850-413-9907.

SLOSH Data Development

A goal of the project is to use the LiDAR data as new elevation inputs for updated SLOSH data grids. The following interactive mapping websites present these updates to the data grids. Ultimately, the National Hurricane Center will use these updated data grids for new SLOSH model runs for Florida's SLOSH basins.

  • All SLOSH data development website have been taken down, as all review periods for the data are complete.

House Bill 7121 and LiDAR Data

House Bill 7121 - Disaster Preparedness Response and Recovery states, "The Legislature finds that hurricane evacuation planning is a critical task that must be completed in the most effective and efficient manner possible. Appropriated funds may be used to update current regional evacuation plans and shall incorporate current transportation networks, behavioral studies, and vulnerability studies. In addition, funds may be used to perform computer-modeling analysis on the effects of storm-surge events."

Florida Division of Emergency Management (FDEM) has initiated an effort that will ultimately result in the update of the Regional Evacuation Studies (RES) for the State. This process will require updates to the coastal surge modeling tools with more current and accurate elevation data, i.e. LiDAR.

Baseline Specifications for LiDAR and Orthophotography

Florida Division of Emergency Management, several state and federal agencies, Water Management Districts, and several other critical stakeholders have initiated an effort to develop baseline specifications for LiDAR and orthophotography to be used for all projects flown in the State of Florida. Starting with specifications from the Southwest Florida Water Management District (SWFWMD), baseline specifications intended to ensure that data acquired will provide a seamless statewide dataset for use by the broadest number of stakeholders are available for review and use.

LiDAR Data Collection

FDEM will catalog all existing LiDAR data and related products (bathymetry and orthophotography) within areas of the state affected by hurricane surge. Existing LiDAR data products that meet minimum specifications will be acquired from their respective sources. Areas that do not have LiDAR data products meeting the minimum specifications will be flown with the intent of capturing terrestrial LiDAR, bathymetric LiDAR, and orthophotography. It is the intent of FDEM to foster cooperation with other government agencies for the purpose of collecting LiDAR data products that meet established minimum specifications, and alternate funding agreements may potentially be established with affected jurisdictions to acquire data that lie outside the hurricane surge zones or to ensure that existing LiDAR acquisition projects are in compliance with specifications.
